Securing Tyrants or Fostering Reform? U.S. Internal Security Assistance to Repressive and Transitioning Regimes Publisher: RAND Corporation | English | ISBN: 0833040189 | edition 2006 | PDF | 234 pages | 1 mb
This study examines the results of U.S. assistance to the internal security forces of four repressive states: El Salvador, Uzbekistan, Afghanistan, and Pakistan. Efforts to improve the security, human rights, and accountability of security forces appear more likely to succeed in states transitioning from repressive to democratic systems. In addition, several factors are critical for success: the duration of assistance, viability of the justice system, and support and buy-in from the local government (including key ministries).

Samson Blinded: A Machiavellian Perspective on the Middle East Conflict Publisher: Lulu.com | English | ISBN: 1847282180 | edition 2006 | PDF | 250 pages | 1,4 mb
Samson Blinded: A Machiavellian Perspective on the Middle East Conflict, by Obadiah Shoher, abandons moralizing and ideological hubris to view Israeli-Muslim struggle in terms of raw realpolitik. Terrorism is historically normal mode of war. Israel must respect terrorists as efficient warriors - and kill them. Nuclear terrorism is unavoidable, and it will hit America before Israel. We must learn to tolerate and mitigate its damages. Shoher makes the case that only by shedding liberal idealism the West can win against Islamists. Espousing political rationalism, he deplores both Jewish and Muslim myths, and argues for efficiency and separating politics from moralism. The author's motto is, an eye for an eye.
Historical rights to land are fiction: Indians do not own the United States, and Arabs in their hearts will never accept Israel, a dhimmi infidel state. The Middle East will reject small Israel, and she can only survive by becoming big. Shoher demonstrates that Israel is militarily capable of annexing Saudi Arabian oilfields and North Lebanon.

Russian Energy and European Security: A Transatlantic Dialogue Publisher: The Nixon Center | English | edition 2008 | PDF | 40 pages | 1,7 mb
Even as European concern over Russia’s efforts to use its energy resources for political leverage grows, European demand for gas is itself growing at a rate that can be satisfied only with substantial additional imports from Russia or, alternatively, a major new arrangement with Iran—something troubling to many Americans.
At the same time, poor understanding in the United States of Russian conduct and European constraints feeds a highly politicized debate that often produces weak, irrelevant, or even dangerous policy proposals. A more sophisticated approach will be required to advance American and European interests.

T. V. Soong in Modern Chinese History Publisher: HOOVER INSTITUTION PRESS | English | edition 2006 | PDF | 27 pages | 1 mb
In April 2004, the Hoover Institution opened nineteen boxes of the restricted personal papers of T. V. Soong, a leading official in the nationalist government from the late 1920s to 1949, along with two thousand documents donated by the Soong family. At the same time the Hoover Institution and the Kuomintang, or Nationalist Party, agreed to preserve those records and make them available for researchers. In late 2005 Chiang Kai-shek’s family placed his diaries and those of Chiang Ching-kuo in the Hoover Archives.
Introduction:
In World War II, the United States joined with a non-Western country, China, to defeat an Asian power: the empire of Japan. The Sino-American alliance was a troubled one, caused, in part, by the bitter relationship between the American representative, General Joseph W. Stilwell, and the leader of Nationalist China, Generalissimo Chiang Kai-shek...

Safe Rooms and Shelters - Protecting People Against Terrorist Attacks Publisher: FEMA | English | edition 2006 | PDF | 264 pages | 14 mb
This manual is intended to provide guidance for engineers, architects, building officials, and property owners to design shelters and safe rooms in buildings. It presents information about the design and construction of shelters in the work place, home, or community building that will provide protection in response to manmade hazards. Because the security needs and types of construction vary greatly, users may select the methods and measures that best meet their individual situations. The use of experts to apply the methodologies contained in this document is encouraged.
The information contained herein will assist in the planning and design of shelters that may be constructed outside or within dwellings or public buildings. These safe rooms will protect occupants from a variety of hazards, including debris impact, accidental or intentional explosive detonation, and the accidental or intentional release of a toxic substance into the air. Safe rooms may also be designed to protect individuals from assaults and attempted kidnapping, which requires design features to resist forced entry and ballistic impact. This covers a range of protective options, from low-cost expedient protection (what is commonly referred to as sheltering-in-place) to safe rooms ventilated and pressurized with air purified by ultra-high-efficiency filters. These safe rooms protect against toxic gases, vapors, and aerosols (finely divided solid or liquid particles).

China's International Behavior: Activism, Opportunism, and Diversification Publisher: RAND Corporation | English | ISBN: 0833047094 | edition 2009 | PDF | 278 pages | 1,8 mb
The expanding scope of China1s international activities is one of the newest and most important trends in global affairs. Its global activism is continually changing and has so many dimensions that it immediately raises questions about its current and long-term intentions. This monograph analyzes how China defines its international objectives, how it is pursuing them, and what it means for U.S. economic and security interests.
China is now a global actor of significant and growing importance. It is active in regions and on issues that were once only peripheral to its interests, and it is effectively using tools previously unavailable. It is no longer appropriate to talk of integrating China into the international system; by and large, it is already there. Its international behavior is clearly altering the dynamics of the current international system, but it is not transforming its structure.
