Michael E. Latham, "Modernization as Ideology: American Social Science and "Nation Building" in the Kennedy Era"
Publisher: The University of North Carolina Press | 2000 | ISBN 0807825336 | PDF | 152 pages | 18.2 MB
Providing new insight on the intellectual and cultural dimensions of the Cold War, Michael Latham reveals how social science theory helped shape American foreign policy during the Kennedy administration. He shows how, in the midst of America's protracted struggle to contain communism in the developing world, the concept of global modernization moved beyond its beginnings in academia to become a motivating ideology behind policy decisions. After tracing the rise of modernization theory in American social science, Latham analyzes the way its core assumptions influenced the Kennedy administration's Alliance for Progress with Latin America, the creation of the Peace Corps, and the strategic hamlet program in Vietnam. But as he demonstrates, modernizers went beyond insisting on the relevance of America's experience to the dilemmas faced by impoverished countries. Seeking to accelerate the movement of foreign societies toward a liberal, democratic, and capitalist modernity, Kennedy and his advisers also reiterated a much deeper sense of their own nation's vital strengths and essential benevolence. At the height of the Cold War, Latham argues, modernization recast older ideologies of Manifest Destiny and imperialism.

James Robertson, "The New Economics of Sustainable Development: A Briefing for Policy Makers"
Publisher: Kogan Page | 2000 | ISBN 0749430931 | PDF | 114 pages | 11 MB
The main message of this important and provocative new book, commissioned by the Institute for Prospective Technological Studies, is that conventional economics thinking does not provide the framework to support sustainable development. In its place, application of the new economics, itself in a state of constant change, is needed to meet the needs of the Earth and its populations. This book explains what the new economics is all about, its connection with sustainable development and its key policy implications. Included are discussions of policies for taxation and public expenditure, changes in the monetary and financial system, and new ways of measuring and accounting for economic activity.

Amoryl Lovins , L. Hunter, "Brittle Power: Energy Strategy for National Security (Hardcover)"
Publisher: Brick House Pub Co | 1982 | ISBN 093179028X | PDF | 400 pages | 10.5 MB
The professional fraternity of those who deal regularly with questions of national security has its own language, its own rituals, its own stylized forms of well-worn argument. Most strategic analysts, for example, obligingly sort themselves out into two herds—those who advocate only an “assured destruction” mission for our strategic forces and those who support a “counterforce” capability. They then find some specific piece of new hardware about which they can conveniently disagree, and they do, interminably—ringing all the changes on a ritualized dispute while the public looks on with a mixture of boredom, fear, and confusion. Look out, fraternity, here come Hunter and Amory Lovins. The authors of this fascinating, disturbing, and—in its own way—hopeful book disrupt this well-worn debate in a number of healthy ways. They insist on taking seriously one of our society’s most troubling vulnerabilities—the extremely fragile nature of the way it acquires, transmits, and energy.

Kusuma Snitwongse, "Ethnic Conflicts in Southeast Asia"
Publisher: Institute of Southeast Asian Studies | 2005 | ISBN 9812303375 | PDF | 187 pages | 11.7 MB
This volume examines different ethnic configurations and conflict avoidance and resolution in five different Southeast Asian countries. Tin Maung Maung Than traces the history and impossibility of the current Myanmar regime's quest to integrate the various ethnic groups in the border regions while insisting on a unitary state with all real power kept to themselves. Rizal Sukma divides conflicts in Indonesia into horizontal (Kalimantan, Maluku and Sulawesi) and vertical ones (the Madurese versus the Dayaks) and assesses the prospects for peaceful resolution if the country's fledgling democracy does not properly address them. Miriam Coronel Ferrer examines the conflicts in Mindanao against the apparent lack of willingness of Manila to come to terms with the root causes as well as the infusion of arms and ideology from outside. Zakaria Haji Ahmad and Suzaina Kadir analyse Malaysia's relatively successful handling of an ethnically divided society, which has permitted impressive stability since 1969. Chayan Vaddhanaphuti focuses on the non-Thai border peoples of northern Thailand, noting the legacy of the government's policy of selective citizenship. "Ethnic Conflicts in Southeast Asia" will be an invaluable resource for scholars of contemporary Southeast Asia as well as in other regions, policy-makers and others, who wish to assess and develop strategies to prevent, modulate, and resolve such conflicts.

Glenn Douglas Beamer, "Creative Politics: Taxes and Public Goods in a Federal System"
Publisher: University of Michigan Press | 1999 | ISBN 0472110209 | PDF | 187 pages | 10.4 MB
State legislators are constantly making tradeoffs between changing taxes and providing public services. Not only must they reconcile their own policy preferences with the preferences of their constituents, but they must consider the impact of actions taken by both the federal government and competing states. Glenn Beamer uses a series of in-depth case studies in eleven states to show how legislators made decisions dealing with taxation, economic development, education financing, and Medicaid. Beamer identifies six factors that influence legislators' decisions: accountability, dependability, equity, obscurability, and horizontal and vertical transferability. Within the context created by citizen demands, intergovernmental politics, policy histories, court interventions, and state constitutions, this study analyzes how legislators employ these principles to develop and enact policies. In addition to modeling state politics within the context of federalism, Creative Politics, reflecting the author's extensive interviews with legislators, is novel in its focus on politicians' views about public services, the strategies to finance them, and efforts to develop and maintain political support for them. This book will be of interest to students and scholars of political science, economics, and public administration, and, more specifically, of federalism, state politics and policy, and legislative decision-making. Glenn Beamer is Robert Wood Johnson Scholar in Health Policy Research, University of California, Berkeley, and Assistant Professor of Government, University of Virginia.

George Rupp, Jagdish Bhagwati, "Globalization Challenged: Conviction, Conflict, Community (Leonard Hastings Schoff Lectures)"
Publisher: Columbia University Press | 2006 | ISBN 0231139306 | PDF | 128 pages | 10.2 MB
In Globalization Challenged, George Rupp, president of the International Rescue Committee, outlines the steps necessary to engage the contemporary conflict between traditional religious belief and Western secularism. According to Rupp, the key objective is to build a community that is inclusive without denying the validity of particular commitments. While he acknowledges the threat of "resurgent fundamentalism," Rupp also criticizes secularists who fail to recognize or acknowledge the role of religion and its ideological equivalents in influencing public policy. All views, he asserts, are subject to comparative appraisal. The challenge is to develop ways to evaluate different approaches responsibly, leading to a greater understanding of one's own convictions as well as the positions of others. Rupp reinforces his critical and theoretical analysis with dramatic accounts of recent events in Afghanistan, the Democratic Republic of Congo, and Sudan& mdash;places where the International Rescue Committee operates. He then addresses the role of globalization in fueling instability worldwide. Inadequately regulated privatization has compromised health care, education, and social programs in many countries, whereas an inclusive community would encourage a more equitable distribution of resources. Essays by Jagdish Bhagwati, Jeremy Waldron, and Wayne Proudfoot expand Rupp's arguments, and in a final chapter Rupp responds to the issues they raise. Essential reading for anyone who hopes to understand the roots of today's geopolitical tensions, Globalization Challenged asks that we shed our complacency, recognize the legitimate role of conviction, and take actions to shape a more just and inclusive society.

Richard Peet, "Unholy Trinity: The IMF, World Bank and WTO"
Publisher: Zed Books | 2003 | ISBN 184277073X | PDF | 135 pages | 19.2 MB
Our lives are all affected by three hugely powerful and well financed, but undemocratic, organizations: the International Monetary Fund, the World Bank and the World Trade Organization. These institutions share a common ideology. They aggressively promote "corporate" capitalism, neoliberalism, giving free rein to the interests of a small number of transnational corporations. This book presents the history and fundamental ideas of this economic ideology. Describing each member of the "unholy trinity," it shows how neoliberalism hijacked the IMF, World Bank and WTO in relation to their global financial, development and trade management roles.
