Starting from the premise that the system of independent, sovereign, territorial states, which was the subject of political science and international relations studies in the twentieth century, has entered a transition toward something new, noted political scientist Leslie F. Goldstein examines the development of the European Union by blending comparative and historical institutionalist approaches. She argues that the most useful framework for understanding the kinds of "supra-state" formations that are increasingly apparent in the beginning of the third millennium is comparative analysis of the formative epochs of federations of the past that formed voluntarily from previously independent states. In Constituting Federal Sovereignty: The European Union in Comparative Context Goldstein identifies three significant predecessors to today's European Union: the Dutch Union of the 17th century, the United States of America from the 1787 Constitution to the Civil War, and the first half-century of the modern Swiss federation, beginning in 1848. She examines the processes by which federalization took place, what made for its success, and what contributed to its problems. She explains why resistance to federal authority, although similar in kind, varied significantly in degree in the cases examined. And she explores the crucial roles played by such factors as sovereignty-honoring elements within the institutional structure of the federation, the circumstances of its formation (revolt against distant empire versus aftermath of war among member states), and notably, the internal culture of respect for the rule of law in the member states.

The size of the Communist Party of Great Britain (CPGB) belied its influence; many saw it as a microcosm of the communist-capitalist struggle. It had a powerful presence in British society despite being a minority movement. Based upon newly available sources, Neil Redfern re-examines the movement and its relationship to imperialism. He traces the history of British communism from its gradualist roots and finds that, despite World War I, the 1917 revolution and mass movements in Asia, Africa and Latin America, CPGB remained Euro-centred and reformist rather than revolutionary, even supporting the post-1945 Labour government.

This monograph examines regional, multilateral track two dialogues in the Middle East and South Asia that are focused on arms control and other cooperative security measures. Unofficial policy discourse, or track two diplomacy, is an increasingly important part of the changing international security landscape, with the potential to raise new ideas and solutions to conflicts that, over time, may influence official policy. Talking to the Enemy considers how track two efforts in South Asia and the Middle East have socialized participants into thinking about security in more cooperative terms, and whether the ideas generated in track two forums have been acknowledged at the societal level or influenced official policy. Comparing the two regions, Kaye finds that South Asian dialogues, on Kashmir and other regional issues, have been more somewhat more effective than track two efforts in the Middle East, where lack of progress on official Arab-Israeli peace talks has also hindered unofficial regional dialogues. The author concludes with assessments of regional security trajectories in both regions, particularly proliferation dynamics, as well as suggestions on how to improve future track two efforts.

One of the most pressing issues in the post-conflict reconstruction field is how to prioritize and sequence political, social, and economic policies to enable post-conflict countries to sustain peace and reduce the risk of violence re-occurring. Analyzing three cases of post-conflict reconstruction (Cambodia, Mozambique, and Haiti) and expert opinions of 30 academicians and practitioners, this study identifies major reconstruction policies, outlines the preferred way to prioritize and sequence them, and develops a framework to help policymakers better navigate the complexities and challenges of forming appropriate policies. Security and development are interdependent: Development fosters security and security fosters development. However, in the early stages of reconstruction in most post-conflict countries, security must be achieved first. Without a sustained improvement in the security situation, other reconstruction efforts, such as relief efforts, political reforms, democratization, economic reform and reconstruction, are not possible. However, the question of how to achieve security is a contextspecific. After security, important policy priorities should be building effective, accountable, and inclusive governance institutions, institutionalizing democracy at the national and local levels through free, fair, participatory, and inclusive elections. Similarly, economic stabilization is needed to revive market, attract investment, generate employment opportunity, and create an environment for economic recovery and stability.

Twenty-two years after Ayatollah Khomeini's ascent to power in Iran many aspects of his 1979 Islamic revolution remain obscure if not baffling. For instance, in November 1978 an offer was made to him in his Paris exile to return to Iran with international guarantees of freedom of speech and action. He refused and demanded the departure of the Shah. Americans put pressure on the monarch to leave the country. Khomeini arrived in Tehran in early February 1979, and he immediately demanded the "return" of the Shah and his trial before an Islamic tribunal! No one could give a valid explanation of this "contradiction" in Khomeini's conduct and demands. Many other "mysteries" in the unfolding of the revolution and the policies of the Islamic republic which replaced the monarchy have gone unexplained up to now. Scholars and experts in the West have offered the usual explanations for the Islamic revolution-corruption, deepening gaps between the rich and the poor, rapid industrialization, sky-rocketing inflation, westernizing policies that offended traditions, lack of democratic institutions, authoritarian rule, and on and on. But such characteristics which exist in other Muslim countries, especially in the Arab world, fail to clairify the particularities of the Iranian revolution. Indeed, as Ambassador Hoveyda points out, Iran is not an Arab country. It has kept alive its ancient mythological heritage which is not Islamic. It is an Indo-European nation with a recorded history of three thousand years! To understand the real causes of the 1979 revolution one must refer to the deep-rooted "beliefs" of Iranians and to their very rich mythology.

The Declaration of Independence asserts that "all men are created equal"—but in what way are we equal? Does this mean that we all have a right to the same rewards and benefits society has to offer? Or that every time an individual achieves something beyond what has been accomplished by others, he must give it up—along with, as would naturally follow, his personal freedom and autonomy? Liberty and Equality takes an unflinching look at the difficult, often emotional issues that arise when egalitarianism collides with individual liberties. Personal autonomy, the contributors show, is sharply at odds with the "coercive egalitarianism" championed by many today. Through well-researched arguments, they offer their insightful views on the most important aspects of this often controversial issue. They examine the history of equality versus autonomy from ancient times through the present day, showing how it has become central to modern political and social debate, and explain why we all have a general right to liberty—but not a fundamental right to equality. Machan and his contributors clearly illustrate why the kind of egalitarianism preached by socialists and other sentimentalists is ultimately not an option in a free society, exposing its very real consequences. For example, they show how the advocacy of economic equality in any absolute sense would lead to a severe loss in economic benefits for all—and they reveal the potentially disastrous social and political changes that could occur if contemporary feminists attained the full "equality" they desire from society. Concluding on a more hopeful note, they explain how a different conception of liberty and equality might eliminate the tension between the two and allow the ideals of both to coexist in today's society.
