Whereas in previous studies scholars have evaluated Central Asia politics from the perspective of their own political values, in this study, Central Asian political order is studied in its own terms by analyzing its perseverance and discontinuities with regard to its involvement with Central Asian community structures. This study, written from the perspective of political sociology, represents the first comparative examination of Central Asian communal and political organization before and after the tsarist conquest of the region.

It covers Turkman, Kyrgyz, Kazakh and other tribal societies, analyses the patrimonial state structures of the Emirate of Bukhara and the Khanates of Khiva and Khokland, and discusses the impacts of the established tsarist civil military administration on communal and political orientations of the Muslim population.

Campaign Contributions and Legislative Voting: A New Approach By Stacy B. Gordon

It has become a fairly commonplace assumption that the voting and decision making behavior of elected representatives, at both the federal and the local level, are influenced by their campaign donors. Yet, empirical evidence compiled by political scientists has, thus far, failed to establish a quid pro quo link between the two.

This book argues that political scientists mistakenly conceive of contributions as legalized bribes whereby contributions by lobbyists and political action committees directly affect the way a legislator votes on a particular issue. By contrast, Gordon argues that contributions are better conceived of as gifts that foster a sense of obligation on behalf of recipients and create a climate favorable to influencing voting when votes of critical importance arise. Through an analysis of the effect of interest group contributions on the California legislature, Gordon sets out to show that all votes are not created equal and that, when we look at votes assumed to be decided by interest groups, contributions do have a real effect.

Geopolitical Exotica examines exoticized Western representations of Tibet and Tibetans and the debate over that land’s status with regard to China.

Concentrating on specific cultural images of the twentieth century—promulgated by novels, popular films, travelogues, and memoirs—Dibyesh Anand lays bare the strategies by which “Exotica Tibet” and “Tibetanness” have been constructed, and he investigates the impact these constructions have had on those who are being represented.

Although images of Tibet have excited the popular imagination in the West for many years, Geopolitical Exotica is the first book to explore representational practices within the study of international relations. Anand challenges the parochial practices of current mainstream international relations theory and practice, claiming that the discipline remains mostly Western in its orientation. His analysis of Tibet’s status with regard to China scrutinizes the vocabulary afforded by conventional international relations theory and considers issues that until now have been undertheorized in relation to Tibet, including imperialism, history, diaspora, representation, and identity.

In this masterfully synthetic work, Anand establishes that postcoloniality provides new insights into themes of representation and identity and demonstrates how IR as a discipline can meaningfully expand its focus beyond the West.

Dibyesh Anand is a reader in international relations at the University of Westminster, London.

Andreas Eschbach, bekannt geworden vor allem durch seinen Thriller Das Jesus-Video, weiß, wie man eine spannende Geschichte schreibt. Auch in Ausgebrannt webt er ein Netz aus Personen, Handlungssträngen, Orten und Epochen, das den Leser - ob er will oder nicht - in seinen Bann schlägt. Die Geschichte von Markus Westermann wird dabei erst nach und nach klar - Eschbach arbeitet häufig mit Rückblenden und Zeitsprüngen, zum Teil zu Ereignissen, die weit vor der eigentlichen Erzählung liegen; ganz allmählich weitet sich so die Perspektive. Und indem der Autor viele gut recherchierte Details einarbeitet, stehen plötzlich historisch scheinbar so entfernte Episoden wie der Bau der Bagdad-Bahn und die Terrorflieger vom 11. September 2001 in einem Zusammenhang.

Denn neben den Ereignissen um Markus Westermann erzählt Eschbach auch eine andere Geschichte: die Geschichte der globalisierten Welt, die förmlich am Öltropf hängt, und in der gewiefte Marketingleute, Berater und Finanzexperten mit Milliarden jonglieren. Produktion, Mobilität, Konsum, ja, unser gesamter Lebensstil wären ohne das schwarze Gold schlicht nicht möglich. Was diese Abhängigkeit für uns alle im Ernstfall bedeuten könnte, macht sich aber wohl kaum jemand klar. In Ausgebrannt spielt Eschbach diese Frage bis zum Ende durch - und bietet mit seinem Szenario, das eine ungemütliche Zukunft verheißt, wichtige Denkanstöße.
