Religion is universal human culture. No phenomenon is more widely shared or more intensely studied, yet there is no agreement on what religion is. Now, in Faces in the Clouds, anthropologist Stewart Guthrie provides a provocative definition of religion in a bold and persuasive new theory.
Guthrie says religion can best be understood as systematic anthropomorphism–that is, the attribution of human characteristics to nonhuman things and events. Many writers see anthropomorphism as common or even universal in religion, but few think it is central. To Guthrie, however, it is fundamental. Religion, he writes, consists of seeing the world as humanlike.
As Guthrie shows, people find a wide range of humanlike beings plausible: Gods, spirits, abominable snowmen, HAL the computer, Chiquita Banana. We find messages in random events such as earthquakes, weather, and traffic accidents. We say a fire “rages,” a storm “wreaks vengeance,” and waters “lie still.” Guthrie says that our tendency to find human characteristics in the nonhuman world stems from a deep-seated perceptual strategy: in the face of pervasive (if mostly unconscious) uncertainty about what we see, we bet on the most meaningful interpretation we can. If we are in the woods and see a dark shape that might be a bear or a boulder, for example, it is good policy to think it is a bear. If we are mistaken, we lose little, and if we are right, we gain much. So, Guthrie writes, in scanning the world we always look for what most concerns us–livings things, and especially, human ones. Even animals watch for human attributes, as when birds avoid scarecrows. In short, we all follow the principle–better safe than sorry.
Marshalling a wealth of evidence from anthropology, cognitive science, philosophy, theology, advertising, literature, art, and animal behavior, Guthrie offers a fascinating array of examples to show how this perceptual strategy pervades secular life and how it characterizes religious experience. In Building Genetic Medicine, Shobita Parthasarathy shows how, even in an era of globalization, national context is playing an important role in the development and use of genetic technologies. Focusing on the development and deployment of genetic testing for breast and ovarian cancer (known as BRCA testing) in the United States and Britain, Parthasarathy develops a comparative analysis framework in order to investigate how national “toolkits” shape both regulations and the architectures of technologies and uses this framework to assess the implications of new genetic technologies.
BRCA testing was one of the most highly anticipated and publicized technologies of contemporary medicine. Parthasarathy argues that differences in the American and British approaches to health care and commercialization of research led to the establishment of different BRCA services in the two countries. In Britain, the technology was available through the National Health Service as an integrated program of counseling and laboratory analysis, and was viewed as a potentially cost-effective form of preventive care. In the United States, although BRCA testing was initially offered by a number of providers, one company eventually became the sole provider of a test available to consumers on demand.
Parthasarathy also reports on an unsuccessful attempt by the American provider of BRCA testing to market its services in Britain. British scientists, health-care providers, and patients rejected the American technology, she argues, because it was part of a social, economic, and political system to which they were not accustomed. Parthasarathy draws lessons for the future of genetic medicine from these cross-national differences, and discusses the ways in which comparative case studies can inform policy-making efforts in science and technology.

Federally owned capital assets include some 500,000 buildings and similar facilities worldwide acquired during 200 years of government operations. Government facilities are used to defend the national interest; conduct foreign policy; house historic, cultural and educational artifacts; pursue research; and provide services to the American public. These buildings and structures project an image of American government at home and abroad, contribute to the architectural and socioeconomic fabric of their communities, and support the organizational and individual performance of federal employees conducting the business of government (NRC, 1998).
Federal facilities embody significant investments and resources and therefore constitute a portfolio of public assets. At least 30 separate agencies manage these facilities. As stewards of this public investment, federal facilities program managers face a number of challenges (NRC, 1998):
*extending the useful life of aging facilities
*altering or retrofitting facilities to consolidate space or accommodate new functions and technologies
*meeting evolving facility-related standards for safety, environmental quality, and accessibility
*maintaining or disposing of excess facilities created through military base closures and realignments, downsizing, or changing demographics
*finding innovative ways and technologies to maximize limited resources
In the 1990s Congress and the Executive Branch took a number of initiatives to improve capital asset decision making in the federal government. These include enacting the Government Performance and Results Act of 1993, the Federal Acquisition Streamlining Act of 1994, the Clinger-Cohen Act of 1996 and a series of federal financial accounting standards; developing the Capital Programming Guide (1997); and appointing the President’s Commission to Study Capital Budgeting (1997). Senior and mid-level agency officials are now seeking ways to implement these initiatives efficiently and effectively.

Are Christianity and science incompatible? If there is a God, is he only an impersonal starter force? An introductory high school biology class first propelled Lee Strobel toward a life of atheism. God and science, he reasoned, were mutually exclusive. When the former legal editor of the Chicago Tribune converted to Christianity, he decided to investigate the science he had once accepted as truth.
Did science point toward or away from God? As Strobel interviews a variety of scientists on everything from debunking evolutionary icons to the implications of the Big Bang to the existence of the human soul, he builds his case: scientific evidence points toward Intelligent Design.
Although the discussion often veers into the academic, Strobel works hard to make it accessible to those without scientific training. Throughout the book, he salts interview transcript information with interesting personal stories of his own spiritual and scientific quest for knowledge, as well as sometimes over-detailed descriptions of the actual interviews (right down to the type of beverages consumed). Each chapter contains suggestions for further reading on particular issues of science and faith.
Strobel concludes that, when correctly interpreted, science and biblical teaching support each other. He quotes physicist Paul Davies, “…science offers a surer path to God than religion.” Open-minded readers will find that this book, and its questions for reflection and group study, invites conversation and investigation.–Cindy Crosby
