Introduced in Bolivia a little over a decade ago, social funds have become a key community-led poverty reduction tool. A departure from traditional government-sponsored approaches, social funds encourage communities and local institutions to take the lead in identifying and carrying out small-scale investments, generally in social infrastructure such as schools, health clinics, and small-scale water supply and sanitation. The social fund model has proved to be a dynamic, replicable approach, easily adapted and scaled up in diverse countries around the world. Despite their popularity, the effectiveness of social funds as a mechanism for improving welfare has remained largely unmeasured. The research, carried out in Armenia, Bolivia, Honduras, Nicaragua, Peru, and Zambia, addresses four fundamental questions: Do social funds reach poor areas and poor households? How cost-efficient are social funds and the investments they finance, compared with other delivery mechanisms? Computer Shopper is a monthly home computing magazine published in the United States.
The magazine at one time held the record of being the heaviest magazine, totalling well over 800 pages per issue on a large 10″ x 15″ format. Most of these were advertisements for mail order computer & computer parts stores. Since the rise of the world wide web and online ordering the magazine has shrunk a great deal, although it still features reviews of over 300 products per issue.
On February 6, 2006, Computer Shopper was bought out by SX2 Media Labs, so it is no longer run by internet-based CNET. The magazine does, however, still have a strong parnership with CNET.
The American Computer Shopper is unrelated to the British publication of the same name.
