could be a conflicting driver do you have alot of USB devices attached to the computer like external drives i've seen this behavior with lots of USB devices attached the solution was to remove them

could also try system restore and restore windows to an earlier time. then uninstall all adobe programs using the programs and features in the control panel then restart the computer and then proceed with adobe installation
