Gordon Tullock, eminent political economist and one of the founders of public choice, offers this new and fascinating look at how governments and externalities are linked.
Economists frequently justify government as dealing with externalities, defined as benefits or costs that are generated as the result of an economic activity, but that do not accrue directly to those involved in the activity. In this original work, Gordon Tullock posits that government can also create externalities. In doing so, he looks at governmental activity that internalizes such externalities.
Monarchical governments originally introduced, for the benefit of the monarch rather than to eliminate externalities, many standard government activities such as road building, war, and internal policing. Most modern governments spend more money on redistribution than on more traditional government activities. This can be thought of as another effort to reduce externalities, since suffering in the community imposes externalities on the rest of us. Rent seeking, a relatively new field in economics and political science, is closely related to externalities and to the structure of government. An analysis of rent seeking, as well as some suggestions for improving government structure, cap off this fascinating treatise.

This book describes how software code analysis tools such as IDA Pro are used to disassemble programs written in high-level languages and recognize different elements of disassembled code in order to debug applications in less time. Also described are the basics of Assembly language programming (MASM) and the system and format of commands for the Intel microprocessor. Aspects of disassembling, analyzing, and debugging software code are considered in detail, and an overview of contemporary disassemblers and debuggers used when analyzing executable code is provided. The basics of working with these tools and their operating principles are also included, and emphasis is placed on analyzing software code and identifying the main structure of those languages in which they were written.
Modifying somebody else's code is unethical and even may be illegal. Long ago, when MS-DOS was the prevailing operating system, I wrote a small resident printer driver. At that time, the problem of localizing code or reencoding printers was urgent. One year later, I located my driver in use by some other company. This driver was installed by a Mister X. However, Mister X didn't limit himself to installing the driver. That person also modified the copyright information, specifying that the driver's author was himself. I do not feel angry about that occasion anymore, although a feeling of resentment still remains. Thus, I understand very well the feelings of software developers whose programs have been illegally reverse-engineered and modified.

This book is dedicated to the basics of hacking—methods of analyzing programs using a debugger and disassembler. There is huge interest in this topic, but in reality, there are very few programmers who have mastered these methods on a professional level.
The majority of publications that touch on issues of analyzing and optimizing programs, as well as creating means of protecting information, delicately tiptoe around the fact that in order to competently find "holes" in a program without having its source code, you have to disassemble them. Restoring something that even somewhat resembles the source code is still considered an extremely complex task. In the book, the author describes a technology used by hackers that gives a practically identical source code, and this includes programs in C++ as well, which are particularly difficult to disassemble.

A moment later, Krait, the real killer, shows up and assumes Tim is his client. Tim manages to distract Krait from immediately carrying out the hit by saying he's had a change of heart and offering Krait the $10,000 he just received. This ploy gives the stone mason enough time to warn Linda before they begin a frantic flight for their lives. While it may be a stretch that the first man wouldn't do a better job of confirming Tim's identity, the novel's breathless pacing, clever twists and adroit characterizations all add up to superior entertainment.

One of the strengths of the authors' writing is their clarity. Whether or not one agrees with their assumptions, definitions, and conclusions, the reader is not left uncertain about what is claimed or proposed….Overall, the authors have accomplished their stated objectives. The provision of a taxonomy of the many ways in which employees behave badly merits considerable appreciation. Advances in understanding and managing OMB are facilitated by this organization of the phenomenon. Similarly, the detailed, integrative model proposed in the final chapter is an excellent starting point for research initiatives and discussions regarding OMB….a must-read for researchers concerned with these behaviors….this text is a significant contribution to our understanding not only of OMB but also of OB.

For the first time the problems of voice services self-similarity are discussed systematically and in detail with specific examples and illustrations.
Self-Similar Processes in Telecommunications considers the self-similar (fractal and multifractal) models of telecommunication traffic and efficiency based on the assumption that its traffic has fractal or multifractal properties (is self-similar). The theoretical aspects of the most well-known traffic models demonstrating self-similar properties are discussed in detail and the comparative analysis of the different models’ efficiency for self-similar traffic is presented.
This book demonstrates how to use self-similar processes for designing new telecommunications systems and optimizing existing networks so as to achieve maximum efficiency and serviceability. The approach is rooted in theory, describing the algorithms (the logical arithmetical or computational procedures that define how a task is performed) for modeling these self-similar processes. This is a book about hacking. It’s not a novel about a set of elusive cyberpunks, it’s a do-it-yourself manual. Are we trying to tell you how to break into other people’s systems? No, we’re trying to help you make your own systems more secure by breaking into them yourself. Yes, this has the side effect that you might learn how to break into someone else’s system as well, and therein lies much of the controversy surrounding hacking.
Who Should Read This Book?
You should read this book if you work in the information security field, or have an interest in that field. You should have a pretty good idea of how to use a computer, and ideally have some experience installing an operating system, and various application programs. You should be an Internet user. The material is aimed at mid to advanced level, but we do our best to provide some of the basics for beginners. If you’re a beginning information security student, you may struggle a bit with some of the material, but it is all understandable if you spend the effort. There are some beginner techniques taught, such as diffing, which will serve the learner through all levels of skill.

A computer is nothing but a tool. It’s bigger than a hammer (well, most hammers), heavier than a screwdriver, and generally less noisy than a circular saw — but is nonetheless a tool. You can do more stuff with a computer than you can with a hammer and a screwdriver, but hammers and screwdrivers are simpler to use and easier to clean up. (Circular saws are another story; things can get messy really fast.)
Your computer does get messy; have no doubt about it. Programs load and unload, files pop into existence and then slither off to unknown parts of your hard drive, and spyware tries to adhere itself to your operating system. Every day your system changes, as information is added and new demands are placed on old programs.

With VB,Windows application development was no longer restricted to a privileged few. Anybody with moderate programming capabilities was able to develop a Windows application by dragging and dropping controls onto a form. In contrast to the more prevalent C and C++ programmers who wrote obscure code,VB programmers concentrated on writing applications that were meant to be prototypes. It is perhaps this ease of use and simplicity of language that gave VB the name of “toy” language. This is not the case anymore.
VB has come a long way. Since version 1.0, it has evolved from a toy language to a full-fledged Object-Oriented programming language. Today, with VB you are able to do almost everything possible with other programming languages. VB is finally a true-blue Object-Oriented language.

You've never taken a class in photography—and perhaps have never even taken a picture before. But you have a digital camera now—perhaps it was a gift, perhaps you purchased it yourself—and you want to use it properly. You may want to take photos of family and friends, probably vacation shots, maybe even some special "artsy" photos. Maybe you know your way around a camera, and perhaps you're only comfortable with the Auto mode. You might be intimately familiar with your camera's user guide, or you might have found that slim booklet either daunting or completely lacking. (Various camera manufacturers pay differing amounts of attention to their documentation.) This book is for you.
This book is not for professional studio photographers, fine-art photographers, or experienced commercial artists. It's for people who haven't been working in the field, who don't (yet?) get paid for their photos.
I suspect that this book will be given as a gift as often as it's purchased for personal use. It's great for folks just starting out with digital cameras—and perhaps should be wrapped up with the camera when given to a beginner.

Only the most extreme Berkeleian idealist might argue against the former, but the latter is not nearly so obvious.

The idea to write a book like this came to me some time ago when I realized how poorly the topic is covered and how difficult it is to acquire the information necessary to adequately protect software. When I was involved with game production in the Czech and Slovak Republics, I was astonished at how simple their protection was, and that very often they had no protection at all — yet it is so easy to protect software, at least at a basic level.

Afew years ago, Microsoft released the 1.0 Framework of ADO.NET and revolutionized the way we access data. It was a drastic change that took some getting used to, but for the most part, developers who made the switch love it. It’s now over three years later, and ADO.NET 2.0 is here. It provides all the same features that we’ve come to love in ADO.NET 1.0 and adds some new ones to provide even more functionality and make repetitive, mundane tasks much simpler. Throughout this book, we dig deeply into many of these new features.
As you start reading, you’ll notice that several chapters go beyond ADO.NET, focusing more on Microsoft SQL Server 2005. This is because the two are very tightly related. Many of the new features in ADO.NET 2.0 are designed to be used with Microsoft SQL Server 2005, and many of the new features found in SQL 2005 require ADO.NET 2.0 to get the most benefit from them. It wouldn’t be practical to speak strictly about ADO.NET without providing some basic working knowledge about what’s new in SQL 2005. Most people will likely move to both technologies around the same time, so this additional information should be very beneficial.

This book shows you how to write programs that run under M'zoft Windows. There are a number of ways to write such programs. In this book. I Use the new object-oriented programing language C#(pronounced "C sharp") and a moderm class library called Windows Forms. The Windows Forms class library is part of the M'zoft .NET("dot new") Framework unveriled in the summer of 2000 and intreduced about a year and a half later.
The M'zoft .Net Framework is an extensive collection of classes that provides programmers with much of what they need to write internet, Web, and Windows applications. Much of the media coverage of .NET has focused on the Web programming. This book discusses the other part of .NET.You use Windows Forms to write traditional stand-alone Windows applications (what are now somietimes called client applications) or front ends for distributed applications.

Penetration testing is one of those odd jobs you typically hear little about—it is like a black art, and can come with not only smoke and mirrors but, for the pen tester, any number of trap doors and blind alleys. Bits and pieces of penetration testing have made it into the mainstream media, culminating in the classic hacker-fave film Sneakers, starring Robert Redford, Sidney Poitier, and a host of other stars. And while plenty seems to be written about hacking and gaining access to systems, there has been nothing written that really speaks to the art of penetration testing.
Like most other high tech jobs portrayed in the movies, pen testing is not as glamorous as most people think. Oh sure, there are exciting moments, such as when the first system belonging to the target is penetrated, but it is actually hard work. Comparatively, a typical intruder's job is easy.

Programming Visual Basic .NET is a comprehensive guide to the .NET version of the Visual Basic language and its use as a tool for programming on MS's .NET platform. One learns VB.NET specifically to create .NET applications; pretending otherwise would miss the point of the language. Thus, this book does not consider VB.NET in a vacuum but places the language firmly in the context of MS's .NET platform and in the development of desktop and Internet applications.

The extensive changes to the language and the introduction of the .NET platform make a reference guide to the Visual Basic language more essential than ever. At the same time, they make it easy to delineate this book's subject matter. This is a book that focuses on the language elements of Visual Basic .NET? on its statements, functions, procedures, directives, and objects (notably the Err and Collection objects).
There are literally hundreds of books lining the shelves on how to program using Visual Basic, and they will no doubt be joined by a flood of books on how to program in VB .NET. The majority of these books assume that you're a complete novice and slowly introduce you to such concepts as variables, arrays, and looping structures.
This is a different kind of book, however. It is a detailed, professional reference to the VB .NET language?a reference that you can turn to if you want to jog your memory about a particular language element or a particular parameter. Vulnerabilities are the tricks-of-the-trade for hackers, giving an intruder the ability to heighten one’s access by exploiting a flawed piece of logic inside the code of a computer. Like the hackers that seek them out, vulnerabilities are usually quite mysterious and hard to prove they even exist. Many people whom are introduced to vulnerabilities for the first time are confused or disturbed at what they see – undocumented source code, usually performing a series of tasks which don’t make a considerable amount of sense to the uninformed. Rightly so, because many vulnerabilities may exist in unfamiliar environments or using unfamiliar techniques.
As security experts get acquainted with vulnerabilities and how they are exploited, the methods of exploitation appear random and chaotic – each and every one with seemingly unpredictable results. It has been theorized that this comes from the fact that bugs are mistakes, and does not follow the course of intelligent reason. However, vulnerabilities can be categorized in ways that make more sense to the person investigating the problems at hand.

In this book Dr. Michael Stankosky, founder of the first doctoral program in knowledge management, sets out to provide a rationale and solid research basis for establishing Knowledge Management (KM) as an academic discipline. While it is widely known that Knowledge is the driver of our knowledge economy, Knowledge Management does not yet have the legitimacy that only rigorous academic research can provide. This book lays out the argument for KM as a separate academic discipline, with its own body of knowledge (theoretical constructs), guiding principles, and professional society.
In creating an academic discipline, there has to be a widely accepted theoretical construct, arrived at by undergoing scholarly scientific investigation and accompanying rigor. This construct becomes the basis for an academic curriculum, and proven methodologies for practice.
